Students form the bulk of the educational system, and this is why all measures related to education shall take students¡¦ welfare as top priority. It is the responsibility of every educator to safeguard students¡¦ welfare and provide students with the best learning environment to ensure quality learning.

Article III of the Basic Law of Education states that ¡§The implementation of education shall adhere to the principles of ¡¥universal education for all without discrimination¡¦ and ¡¥teaching students according to their aptitude¡¨ through humanistic spirit and scientific methods with respect to the value of human beings in order to cultivate every student¡¦s potential and their ability to socialize so as to help them achieve self-realization.¡¨ And as such, we shall ensure that the purpose and implementation of education will serve as the guideline for education development.

The quality and level of teachers¡¦ professional competence will determine the outcome of students¡¦ learning. Therefore, every teacher should demonstrate their professional spirit and assist students to achieve effective learning through their expertise, their professional ethics, their continued refinement of specialization and constant self-reflection to care for students so that their efforts in education would pay off.

The most important function of the administrative body is to offer effective support and facilitate ¡§teaching¡¨ and ¡§learning¡¨ for teachers and students respectively. Every administrative staff should make the effort to listen to the voices of students and teachers, understand their needs and assist them in dealing with difficulties. At the same time, the administrative body shall also engage in quality management and ensure appropriate administrative services to validate the results of administration so that students will become the greatest beneficiaries of administrative services.

While schools are primarily responsible for students¡¦ learning, parents should also be held accountable for the outcome of their children¡¦s education. By actively assisting schools to supervise their learning and conduct, we sincerely believe that every student will be able to learn effectively and do well academically through parent-teacher collaboration.

It is only with professional teaching from teachers, quality management from the administrative body and parents¡¦ active, continued involvement will it be possible to create a warm and innovative learning environment in schools to ensure the best benefit for the students. I believe in the idea that ¡§quality educators make quality schools; quality schools cultivate quality students,¡¨ and I beseech all my staff and colleagues to work hand in hand to realize the goal of excellent and innovative education in Taipei City.
